[HRV][TECH][10] Web developer looking for a partner for a simulated betting site.

I'm in a process of creating a simulated betting website (basketball, football betting and others). It's like real betting but with virtual money or coins. Since it's simulated betting, it's like the game, so as far as I know, it's legal everywhere. Currently, I'm in a process of creating the site's workflow, figuring out how to capture the user's attention, keep the user hooked up and keep him in the loop of playing the game. Basically, I'm currently figuring out the psychology behind it. Right now betting sites are doing absolutely nothing for their customers. They are only providing odds and SaaS for users to place bets. Nothing more, nothing less. I'm planning to be more than that, I'm planning to involve psychology and really capture user's attention. I'm a developer so I can easily create a website, but I need marketing. The current business model is: purchasing virtual coins.
