Is it normal for an alibaba vendor to not give me a final price?

I keep asking for the final cost (including the units, tax, shipping, fees, duty and anything else) to get them to my door in NY. This is the response I get even if I ask to give me the price if I ordered today. Estimated shipment cost. I cannot tell you an exact cost before I put them in the box and weight them all.
