It’s a surprisingly tough question. I’d normally use a mix of tools scattered all over the place, typically with a ton of wasted time searching for and trying out possibilities until I find the right ones.
And sure: If you have a paid Adobe Acrobat subscription, you can use that. But there has to be a better way, right?

When it comes to PDFs, this web-based package really can do it all. You don’t need to install anything to use it, either, and you don’t even need to create an account to get going.
