[CAN][HARDWARE TECH][2] Looking for a Cofounder with experience in making hardware based Tech.

This is a Startup idea I have been researching upon for a while now and wanted your opinion. Installation - An integration within the existing trafficking system to benefit enhanced automated artificial control through a grid of multiple traffic light junctions throughout a city where the integrated system communicates with each other through pre determining auto mobile position and traffic flow and effectively judges flow of Traffic thus drastically reducing congestion time and road accidents. Speed and vehical recognition allowing to determine speeding cars and unwarranted drivers. Imagine a small box about the size of small router fitted with high definition small cameras that are able to recognize cars driving from a far away feeding that information within a system allowing it to automatically calculate from which direction the traffic flow is higher vs lower, feeding that information to all the other control boxes around the city in proper synchronization as if talking to each other and then relaying the traffic in a proper standardized method to facilitate a smoother flow of Traffic while minimizing congestion. To add to this the benefits can be : 1. Reducing accidents 2. Better pedestrian control. 3. Road rage prevention. 4. Road based crime control. There may be several more benefits that may be able to be achieved in the future. In a way the biggest hurdle would be government regulations but then again as long as we comply with the Transportation department and their regulations there can be an opportunity and quite a big global market reach through this. What would you suggest and advice?
